Key Changes for 2026

1. New Annex XVII Restrictions

• PFAS universal restriction: Broad restriction on per- and polyfluoroalkyl substances with transition periods of 5-12 years depending on use category. Affects surfactants, coatings, firefighting foams, and semiconductor processing chemicals.
• Bisphenol A expansion: Restriction extended to thermal paper receipts (already in force) and now food contact materials, coatings, and sealants. BPA-free alternatives required by 2028.
• Microplastics restriction: Phase-out of intentionally added microplastics in cosmetics, detergents, fertilizers, and industrial abrasives. Immediate impact on personal care formulations.

2. New SVHC Additions (24th Update)

• 4 new phthalate plasticizers added to Candidate List (authorization required by 2027)
• 2 brominated flame retardants (HBCDD alternatives) flagged for PBT properties
• 3 organotin compounds used in PVC stabilization and antifouling
